NorthernStar Natural Gas has assembled a team of world-class experts in LNG technology, environmental compliance and gas pipeline construction who are dedicated to making Bradwood Landing a model of safety and environmental excellence.


  • Primary Environmental Consultant – URS Corporation
    URS is the largest global engineering design firm and a leading U.S. Federal Government contractor providing a comprehensive range of professional planning, design, systems engineering and technical assistance, program and construction management, and operations and maintenance services.
  • Environmental Management – IBC
    IBC is providing environmental and engineering project management services to NorthernStar Natural Gas and will act as project coordinator to provide oversight of the permitting and engineering processes for the company’s proposed natural gas importation facility in Oregon. IBC has developed and permitted natural gas importation facilities, associated pipelines and infrastructure projects internationally and has developed highly specialized expertise in the project management, permitting and implementation of natural gas infrastructure projects. IBC will be responsible for assuring that all federal, state and local permits, authorizations and approvals are completed in a professional and timely manner.
  • Environmental and Permitting Support – AMEC
    AMEC is an international project management and services company, employing around 45,000 people in some 40 countries around the world. AMEC is involved in the design, delivery and support of sustainable infrastructure projects from local technical services to international landmark projects. AMEC is a leader in providing project management, engineering and environmental services in a safe and responsible manner for the long term. AMEC has joined the NorthernStar Natural Gas development team to assist the company with its local, state and federal permitting efforts. AMEC has performed a variety of roles for a number of companies and agencies involved in the development of energy projects throughout the world. AMEC will lead its efforts from the AMEC Portland office which currently has 70 engineering and environmental professionals.
  • Legal and Regulatory Support – Van Ness Feldman
    Development of natural gas import terminals requires a team of experienced engineers, consultants, and lawyers. Van Ness Feldman has worked efficiently and successfully on several development teams on a variety of natural gas import terminal projects across the country and in Mexico. Each project presents unique issues, particularly in the areas of safety and environmental review. The firm advises project developers regarding a broad array of regulatory, permitting, and policy matters before the Federal Energy Regulatory Commission (FERC), the Department of Energy (DOE), the Department of Transportation (DOT), the U.S. Coast Guard, and other federal and state agencies. Van Ness Feldman lawyers have broad experience in obtaining the requisite federal siting and environmental permits and conducting the transactional work involved in importing and marketing natural gas supplies, such as securing supply agreements and downstream marketing arrangements.
  • Environmental Legal Support – Stoel Rives
    Stoel Rives is a major western law firm, with about 375 lawyers in Oregon, Washington, California, Idaho and Utah. Stoel's areas of concentration include energy and environmental law, areas in which the firm has deep experience in each of its offices. Stoel has handled project siting, environmental and regulatory issues for numerous energy projects throughout the western region, including liquefied natural gas terminals, natural gas pipelines, gas-fired power plants, hydroelectric projects, electric transmission lines and wind and geothermal energy developments. Stoel's litigation team has successfully defended final permits and approvals for such projects in state and federal courts; however, the firm prides itself on a creative and collaborative approach that minimizes the chances of litigation.
  • Technical Design and Construction – Whessoe
    Whessoe Oil & Gas is an international market leader in the LNG and natural gas field with over forty years of experience in the design and construction of energy facilities. UK based Whessoe Oil & Gas combines contracting and risk management with engineering and design skills to offer its clients a complete design and construction package.
  • Safety and Navigation Studies – Waterway Simulation Technology (WST)
    WST conducted a ship maneuvering computer simulation study to address safety and navigation efficiency matters related to the Bradwood Landing terminal. The study was carried out in cooperation with the U.S. Army Engineer Research and Development Center (ERDC) in Vicksburg, Mississippi. Pilots from the Columbia River Pilots provided professional expertise to support the simulation study and conned ships during the simulation tests.
  • River Transit Analysis – Parsons Brinckerhoff
    Parsons Brinckerhoff (PB) professionals are engaged in design, engineering, architecture, planning, project management, construction management, design/build, operations and maintenance, consulting and related services in various markets, including ports and marine facilities, transportation, buildings, power, and telecommunications. From over 250 corporate and project offices worldwide, PB's almost 9,000 professionals have developed a full spectrum of infrastructure services to help clients solve complex problems and build and operate systems and facilities.
  • Pipeline Permitting Plan and Project Management – NW Natural
    NW Natural is a 147 year old natural gas local distribution company headquartered in Portland, Oregon. NW Natural provides natural gas distribution service to over 600,000 customers in Oregon and southwest Washington, including the Portland-Vancouver metropolitan area, the Willamette Valley, the northern Oregon coast, the Columbia River Gorge, and Coos County. NW Natural is committed to providing its customers with clean, reliable, and cost-effective natural gas that it purchases from a variety of suppliers in the western United States and Canada. NW Natural has extensive experience in pipeline design, permitting and construction in the region, and has built a strong reputation for environmental stewardship and safety. In addition to building, maintaining and operating its transmission pipelines, local distribution pipes and infrastructure, NW Natural also operates an underground natural gas storage facility in Columbia County, Oregon, and two liquefied natural gas plants in its Oregon service area. NW Natural has joined the NorthernStar Natural Gas project team as a contractor to assist with and manage the preparation of applications for the local, state and federal permits needed for the send out pipeline that will be associated with the importation facility and that will transport the imported gas from the terminal to the interstate pipeline facilities of Northwest Pipeline Corporation. In this regard, NW Natural manages and coordinates with the various other project team members.

  • Technical Support – Project Technical Liaison Associates, Inc (PTL)
    PTL provides consulting services to the rapidly changing energy industry. Special emphasis is placed on consulting for the production, transportation, storage and marketing of liquefied natural gas and natural gas liquids. Jim Lewis, with PTL, provided technical support and LNG demonstrations at the first round of public meetings.
  • Public Affairs Counsel – Edelman
    With strong roots in the Northwest, Edelman is the largest independent public relations agency in the world with offices in Portland, Seattle, Washington, DC and other locations. Founded more than 50 years ago, Edelman has a strong public affairs practice that includes high-profile experience with energy, transportation and construction projects. Leading the Bradwood team is D. Scott Peterson, a public relations professional with more than 17 years experience managing public affairs campaigns for a wide range of clients, including large energy companies, non-profit organizations, industry coalitions, political campaigns and Fortune 500 corporations. Strategist Tim Zenk has been at the forefront of shaping public policy, enhancing political careers and educating political influencers on key issues at the federal, state and local levels. As a senior vice president at Edelman, he coordinates public affairs campaigns, organizes public-private partnerships, and counsels a wide range of companies.
